As to Mr. Phelips' personal allowance, Mr.
Gibson pleaded strongly for a personal allowance of
£100. Mr. P. is much overpaid, but I don't much like
forcing him to have less pay when his work and
responsibility (notwithstanding his being relieved
of the Naval Accounts ) will be increased.
I think we might perhaps leave the point to Sir F.
Lugard to decide.
